The present Regulation sets out the mandate, functions, and organisation of the Swedish Energy Agency (Energimyndigheten). Its core mission is to promote the transition to a fossil-free energy system while ensuring a secure, efficient, and sustainable energy supply. The agency is responsible for supporting energy policy goals set by Parliament, including those related to climate, innovation, and environmental quality. Its tasks include promoting renewable energy production, improving energy efficiency, supporting industrial transition, developing infrastructure such as charging networks, and enhancing flexibility in the energy system through storage and other measures. It also plays a central role in energy preparedness, including planning for energy rationing during crises, and in fostering research, innovation, and commercialization in the energy sector. In addition, the regulation assigns the agency extensive analytical, regulatory, and international responsibilities. It must monitor energy markets, produce official statistics, provide policy support to the government, and oversee areas such as data center energy performance and carbon capture and storage. The agency represents Sweden in EU energy matters, implements obligations under EU law and international agreements (including the Paris Agreement), and engages in global energy cooperation. It is also required to regularly report on energy developments, policy outcomes, and long-term scenarios. Organisationally, the agency is led by a director-general and includes specialized bodies such as the District Heating Board and the Energy Development Board, which handle mediation and funding decisions.
