Program for Construction, Reconstruction and Technological Equipment of “Smart” Livestock Shelters for 2025-2028.

The Program defines the legal and financial framework for state support in modernizing livestock facilities, including provisions for construction, reconstruction, and acquisition of technological equipment for the period 2025 to 2028. The Ministry of Economy is designated as the implementing authority, responsible for providing state assistance through two mechanisms: partial compensation of construction and technological costs, or partial subsidization of interest rates on dedicated credit lines. Eligible participants include legal entities, individual entrepreneurs, and specific communities that meet prescribed credit and tax compliance criteria. Support is categorized into three investment models based on animal capacity and the requirement for "loose-box" housing systems. Standard state compensation is set at 50% of documented costs, with a preferential rate of 70% for designated categories, including agricultural cooperatives and entities in border settlements. Supported facilities must be populated exclusively with pedigree animals to meet productivity and sanitary requirements. Administrative provisions include mandatory document submission, verification, and on-site inspections. Beneficiaries are required to commission facilities within two years and maintain at least 90% of the designated animal capacity for a minimum of three years following commissioning. During this period, alienation or transfer of the property is prohibited. Oversight is ensured through phased financial disbursements and a three-year reporting requirement to the Ministry of Economy to monitor compliance with technical and operational standards.
