This document approves the official Procedure for the development, coordination, and approval of rules for the use of water reservoirs. The Resolution establishes the legal basis for regulating how water reservoirs are managed and used, and assigns overall responsibility for this process to the Ministry of Energy and Water Resources. The Procedure defines the content of water reservoir use rules, which include both the regime of water resource use (such as filling and drawdown of water reservoirs) and rules for technical operation and improvement, covering the use of reservoir beds and shorelines. Where multiple water reservoirs or entire water systems operate in an interconnected manner, unified rules must be developed. The document allows for separate development of water-use rules and technical-operation rules and requires that reservoir rules be prepared based on methodological guidelines approved by the Ministry of Energy and Water Resources in coordination with other relevant authorities. Special provisions are set out for newly constructed or planned water reservoirs, requiring the developer to prepare draft rules simultaneously with construction project documentation and submit them at least four months before commissioning. The rules must be agreed with a wide range of state bodies, including ministries responsible for agriculture, health, environmental protection, emergency situations, and irrigation, as well as with reservoir owners and local authorities. Reservoirs not included in the officially approved list are governed by standard reservoir use rules approved by the Government, and temporary rules may be adopted during phased filling of reservoirs.
