This EMB Memorandum Circular No. 005 (2014) establishes revised guidelines for coverage screening and standardised requirements under the Philippine Environmental Impact Statement System (PEISS), which determine whether proposed projects are subject to environmental impact assessment and required to secure an Environmental Compliance Certificate (ECC). It classifies projects into four categories—environmentally critical projects (Category A), projects in environmentally critical areas (Category B), environmental enhancement projects (Category C), and non-covered projects (Category D)—with ECC requirements applying primarily to Categories A and B. The Circular sets out procedures for screening, categorisation, and jurisdiction, and defines the corresponding documentation required for each project type, and project descriptions, as well as rules for project expansion, modification, and multi-component developments. It also clarifies that non-coverage does not exempt compliance with other environmental laws and provides annexes detailing thresholds, decision rules, and procedural templates.
