Government Resolution No. No. 429 On the Food Security Program for 2026-2030.

Food Security Program has as is main objective to ensure national food security by increasing the availability of food, improving access for all population groups, promoting efficient use of resources, and strengthening the resilience of food supply systems. The Program aligns with the country’s long-term development strategy to 2030 and recognizes food security as a key component of economic stability, public health, and overall quality of life. It adopts a comprehensive approach, addressing sufficient production, equitable access, safe consumption, and sustainability in the face of climate change. The document includes an extensive analysis of the current situation in Tajikistan’s agricultural and food sectors. While notable progress has been achieved—such as increased domestic agricultural production, improvement in food self-sufficiency, and growth in livestock and crop output—significant challenges remain. These include dependence on food imports, low productivity in agriculture, insufficient livestock output per capita, and high household expenditure on food. Structural constraints such as inefficient irrigation systems, limited investment, and vulnerability to climate change (droughts, floods, glacier melt) further threaten food security. The Program also highlights socio-economic factors, including income levels and rural poverty, which affect access to nutritious food. To address these issues, the Program defines strategic priorities and measures focused on institutional strengthening, modernization of agriculture, and improved food accessibility. Key actions include upgrading irrigation infrastructure, promoting climate-resilient and “green” agriculture, supporting innovation and investment, enhancing data-based monitoring systems, and improving nutrition and food safety policies. The total implementation budget is set at 378.2 million somoni, largely financed by international development partners. Expected results include increased agricultural productivity, strengthened government capacity, improved access to quality food—especially for vulnerable groups—and enhanced resilience to environmental and economic risks. Monitoring and implementation are led by the Ministry of Agriculture, with coordinated involvement of national and local authorities.
