Conservation and Management Measure to Mitigate the Impact of Fishing on Seabirds (CMM 2025-05).

The WCPFC’s CMM 2025‑05 updates seabird‑mitigation rules for longline fisheries by requiring area‑specific combinations of measures—such as weighted branch lines, night setting, tori lines or hook‑shielding devices—south of 30°S, differentiated obligations between 25°S–30°S west/east of 175°W (with stricter rules from 1 January 2028), and minimum mitigation requirements for vessels north of 23°N, supported by technical specifications in Annex 1. It responds to risks to albatrosses and petrels, recalls obligations under the WCPFC Convention, Incidental Catches of Seabirds in Longline Fisheries (IPOA-Seabirds) and UNFSA, and mandates CCMs to implement mitigation, report annually, and provide observer‑derived interaction data, with Scientific Committee and TCC tasked to review new information.
