This Recommendation serves as a pilot phase to test the process and supporting tables before a decision is made to implement such a mechanism permanently. On the basis of the results of the pilot phase, the GFCM could adapt and/or clarify the provisions of the current recommendation. It establishes an inventory of compliance information for each CPC—a structured repository of information on each CPC’s implementation of GFCM measures and its technical/administrative capacities. Overall, the recommendation strengthens the GFCM compliance framework by linking clearer rules with better data and capacity monitoring, thereby facilitating enforcement and follow‑up on non‑compliance cases.
