The Kalumbila Integrated Development Plan (2022–2031), prepared by the Kalumbila Town Council under the Urban and Regional Planning Act No. 3 of 2015, provides a ten-year framework for guiding the district’s socio-economic, spatial and environmental development in alignment with national and provincial policies. The plan assesses the district’s geographic, demographic, environmental and economic context, including forestry resources, water systems, mining activities and population trends, and sets out sector-specific objectives, strategies and projects covering agriculture, water and sanitation, forestry, education, health, infrastructure, energy, mining and local economic development. Key interventions include the preparation of Local Area Plans for growth centres, expansion of water supply and irrigation infrastructure, promotion of community forest management, construction of schools and health facilities, road rehabilitation, rural electrification, and development of markets, fisheries and aquaculture facilities. The KIDP establishes implementation, financing, monitoring and evaluation mechanisms, defining institutional responsibilities, investment priorities and performance indicators to support effective delivery. It also integrates cross-cutting themes such as public participation, gender equality, climate resilience and stakeholder coordination to promote sustainable and inclusive development across the district.
