Decree No. 218 regulating the procedures for recognising the equivalence of municipal inspection services for membership, either individually or through consortia, of the Unified State System for Small-Scale Family Agro-Industrial Health (SUSAF/MT).

This Decree regulates the procedures for recognising the equivalence of Municipal Inspection Services, either individually or through intermunicipal consortia, for admission to the Unified State System for Family and Small-Scale Agroindustrial Health (SUSAF/MT). Its principal objective is to operationalize the implementation of the system created by State Law No. 10.502 of 2017, enabling family farmers and small-scale agroindustries to market products of animal and plant origin throughout the State of Mato Grosso once their municipal inspection systems are recognized as equivalent. The decree establishes technical, sanitary, and administrative requirements to ensure that local inspection services provide guarantees of food safety, product quality, and public health protection equivalent to state standards. The decree also seeks to strengthen cooperation among state agencies, municipalities, municipal health surveillance authorities, and inspection services by defining procedures for certification, auditing, oversight, and monitoring. It is based on a broad framework of federal and state legislation concerning family farming, food safety, sanitary inspection, good manufacturing practices, and public health. Through these mechanisms, the regulation promotes the formalization and competitiveness of family agroindustries, encourages regional economic development, facilitates access to wider markets, and ensures that agricultural products are produced and commercialized in compliance with recognized sanitary and quality standards.
