Decree-Law No. 22/98 approving the minimum standards relating to the preparation and approval of construction projects, soundproofing and safety conditions for night-time entertainment venues.

This Decree-Law aims to establish a temporary regulatory framework to prevent and control noise pollution generated by night entertainment establishments in Cabo Verde. The decree introduces minimum standards for the construction, licensing, soundproofing, and safety of venues such as discos, nightclubs, dance halls, pubs, and similar establishments. Its primary objective is to protect public health, environmental quality, and the peace and well-being of residents by ensuring that such establishments comply with technical soundproofing requirements, noise-control measures, and safety standards before being authorized to operate. The decree also seeks to regulate the location and operation of entertainment venues in order to minimize their impact on residential areas and sensitive public facilities. It restricts the construction and operation of such establishments near official residences, health facilities, military units, and police services, while requiring existing establishments to undertake adaptation and soundproofing works. In addition, the decree establishes inspection, enforcement, and sanction mechanisms, empowers environmental and public authorities to monitor compliance, and provides for penalties, suspension of operations, or licence cancellation in cases of violation. Overall, the decree aims to balance economic and recreational activities with environmental protection and the quality of life of the population.
