Multi-Sectoral Action Plan (MSAP) on Antimicrobial Resistance 2025–2029.

Cambodia’s Multi-Sectoral Action Plan (MSAP) on Antimicrobial Resistance (AMR) 2025–2029 establishes a coordinated national response to the growing threat of antimicrobial resistance. Its primary objectives include establishing a unified governance framework, identifying gaps and challenges, and setting strategic priorities aligned with global and national development goals. Using a One Health approach, it covers human and animal health, food production, plant health and production, and the environment sectors, while building on the preceding 2019–2023 plan. The MSAP is organized around five strategic areas: governance and coordination; surveillance, research, and laboratory capacity; appropriate antimicrobial use; prevention and control through good practices; and risk communication and community engagement. It aligns Cambodia’s response with national development policies and international AMR priorities. Key measures outlined include strengthening governance and coordination mechanisms through inter-ministerial committees and technical working groups, enhancing regulatory enforcement and compliance, mobilizing resources via government and international funding, and implementing a robust monitoring and evaluation (M&E) framework. The MSAP contains specific activities to be implemented during the five-year period such as legal reforms, capacity building, surveillance expansion, laboratory capacity enhancement, and public awareness campaigns. It assigns central roles to the Ministries of Health, Agriculture, Forestry and Fisheries, and Environment.
