This Resolution validates Action Plan for the conservation of the Caspian seal population for 2026–2029. The plan aims to protect and restore the Caspian seal population through coordinated action by national and regional authorities, particularly the Ministry of Agriculture and the Ministry of Ecology and Natural Resources. The resolution establishes a framework for implementing conservation measures across the Caspian coastal region. The plan contains a series of practical measures focused on habitat protection, emergency response, and pollution reduction. Key actions include developing cooperation mechanisms among protected areas, creating procedures for responding to seal mortality events, establishing burial sites for dead seals, installing containers for marine waste collection, and conducting public awareness campaigns for local communities and fishers. Additional efforts include installing information signs and waste collection infrastructure along the coastline, reducing the impact of marine debris such as abandoned fishing nets and plastic waste on seal habitats. The document also strengthens institutional capacity for seal conservation through the development of the State Nature Reserve “Kaspiy Itbalygy.” Planned activities include veterinary training for seal rehabilitation, demarcation of reserve boundaries, allocation of land plots for ranger stations, preparation of a management plan, establishment of a coordination council, provision of office facilities, and exploration of funding from international organizations such as the Global Environment Facility (GEF), UNDP, and the World Bank. These measures are intended to improve long-term management, scientific support, and financial sustainability of Caspian seal conservation efforts.
