This Order establishes Denmark’s framework for implementing both the EU Ship Recycling Regulation (Regulation (EU) No. 1257/2013) and the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships. It requires shipowners to maintain inventories of hazardous materials and carry the relevant inventory and recycling certificates on board, designates the Danish Environmental Protection Agency, municipalities, the Danish Working Environment Authority, and the Danish Maritime Authority as competent authorities for various aspects of implementation, and sets detailed rules for the approval, operation, inspection, and monitoring of ship recycling facilities. The Order also establishes procedures for ship-specific recycling plans, notification and reporting requirements, certification and survey regimes, environmentally sound handling of hazardous materials and waste, worker-safety measures, and penalties for non-compliance.
