This Water and Sanitation Sector Plan sets out Samoa’s strategic framework for the development of the water and sanitation sector for the period 2012–2016, with the overarching goal of ensuring reliable, clean and affordable water and basic sanitation for all within an integrated water resources management framework. The Plan identifies key sector challenges, including climate variability, watershed degradation, ageing infrastructure, limited institutional capacity and financing constraints, and establishes objectives and strategies to strengthen sector governance, water resources management, water supply services, drinking-water quality surveillance, sanitation and wastewater management, and flood mitigation and drainage. It provides for improved watershed conservation, expansion of water and sanitation services, reduction of non-revenue water, enhancement of water quality monitoring, implementation of water safety plans, and development of wastewater and drainage infrastructure. The Plan also outlines institutional responsibilities, monitoring and evaluation mechanisms, financing arrangements, and measures for capacity building, community participation and risk management.
