The document presents Eritrea’s Third Generation Nationally Determined Contribution (NDC 3.0) for the period 2025-2030 under the Paris Agreement, updating the country’s previous climate commitments. It describes Eritrea’s high vulnerability to climate change due to its reliance on climate-sensitive sectors, particularly agriculture, forestry, water resources and marine ecosystems. The NDC integrates climate action with sustainable development priorities and sets out both mitigation and adaptation measures while recognising the country’s limited contribution to global greenhouse gas emissions. The mitigation component establishes an unconditional target to reduce greenhouse gas emissions by 8.6 percent below the 2030 business-as-usual scenario using domestic resources, and a conditional target of 24.4 percent subject to international financial, technological and capacity-building support. Priority mitigation measures are identified in the energy, transport, agriculture, forestry and other land uses (AFOLU), waste, and industrial processes sectors, with emphasis on renewable energy deployment, energy efficiency, sustainable land management, forest restoration, improved waste management and cleaner industrial practices. The adaptation component focuses on strengthening resilience in agriculture, forestry, water resources, marine resources and public health. It outlines climate risks including droughts, flooding, water scarcity, land degradation, biodiversity loss, coastal impacts and the spread of climate-sensitive diseases. Adaptation priorities include irrigation expansion, soil and water conservation, afforestation, ecosystem restoration, enhanced water infrastructure, coastal resilience measures and health-sector preparedness.
