This Sierra Leone’s updated Nationally Determined Contribution (NDC 3.0), covering the period 2025-2035, indicates an ambitious path to achieve a climate-resilient, inclusive, and low-carbon future, and thus represents both a climate action plan and a development document, providing a roadmap for reducing emissions, building resilience, and ensuring inclusivity while linking directly to food security, energy access, and economic transformation. The Contribution focuses on: energy transition, in order to reduce dependency on costly imported fossil fuels, strengthen energy security, and create opportunities for domestic value chains in renewable energy sources, thus linking mitigation measures to industrialisation and job creation. The Contribution provides for achieving the high-level target of reducing emissions in the main sectors where mitigation measures are adopted: agriculture, forestry and other land uses, waste, transport, energy. Adaptation measures prioritise agriculture, water, health, education, child protection (including gender, social protection and social welfare) and coastal resilience, in order to improve Sierra Leone’s development, secure food production, reduce climate-induced migration, protect biodiversity, safeguard critical infrastructure and improve child protection outcomes. Adaptation interventions focus on: solar-powered irrigation, resilient seed systems, and post-harvest storage to support the Feed Salone strategy and investments in health, education, child protection and urban resilience reduce rural poverty and ensure that communities are better equipped to cope with climate shocks. Concerning the various sectors, adaptation interventions described by the Contribution are: development of small-scale composting of market waste, implementing frequent organic waste segregation collection, distributing food waste caddies, diverting organic waste from landfill through segregated organics collection, establishment of landfill facilities, ensuring climate-resilient transport systems, improving safe and equitable access to schools, health, and protection services, supporting the implementation of infrastructure that fosters the development of electric buses, improving private investment focused on renewable energy sources, provide a more resilient system under climate variability, creation of mini grids in rural areas, improving management of forest and mangroves, creation of community forestry and co-managed protected areas, strengthening agroforestry and climate-smart tree crop intensification, improving wetland and mangrove restoration, increasing irrigation and water harvesting, seed transformation systems, post-harvest and storage, strengthening water supply and sanitation services, water resources and coastal management, integrated watershed management for Rokel, Sewa, and Moa Basins, development of a National multi-hazard early warning system, strengthening climate and environmental education.
