Republic Act No. 11401 establishes the Lanao del Norte Freshwater Aquaculture Center in the Municipality of Balo-i under the supervision of the Bureau of Fisheries and Aquatic Resources (BFAR). The Centre is mandated to conduct research, breeding and production of freshwater aquatic species to support aquaculture development. A Local Advisory Council is created to guide the Centre's operations and promote coordination among fisheries stakeholders. The Centre may disperse fry and fingerlings in public waters and provide aquaculture inputs to fish farmers. The Act also provides for capacity-building, public funding, and the eventual transfer of the Centre's management to the local government, with the aim of strengthening freshwater aquaculture and inland fisheries development.
