This Agreement concerns Drought Response Operations in the Colorado River Basin and in the reservoirs. The Agreement defines the following goals: minimising the risk of Lake Powell falling below a target elevation and then, helping ensure the Upper Division States to fulfil their interstate water compact obligations while exercising their rights to develop and utilise the Upper Colorado River Basin’s compact apportionment; maintaining the ability to generate hydropower at Glen Canyon Dam; reducing adverse effects to resources and infrastructure in the Upper Basin, through appropriate drought response operations. The Drought response operations consider: the impacts to natural resources conditions; timing, duration, and magnitude of water releases to help minimise impacts to the Upper Colorado River Basin Fund; monitoring activities; emergency actions in case of extraordinary events.
