This Decree establishes the State Programme for Preparation for Extreme Events (PREPARA RS) in the State of Rio Grande do Sul, with the primary objective of preparing the state and its municipalities for the potential impacts of the El Niño phenomenon during the 2026-2027 period. The programme seeks to strengthen the governance and coordination of the State Civil Protection and Defence System (SIEPDEC), enhance the institutional and operational capacities of public authorities responsible for disaster risk management, and improve monitoring, early warning, risk communication, and situational intelligence mechanisms. It also aims to promote cooperation among state agencies, municipalities, and civil protection entities while reducing vulnerabilities and increasing community resilience to extreme weather events. To achieve these objectives, the decree establishes a comprehensive framework for disaster preparedness based on strategic pillars including prevention and mitigation, protection of critical infrastructure, humanitarian logistics, emergency sheltering, community participation, operational response preparedness, and financial support for civil protection actions. It requires state agencies and municipalities to assess risks and vulnerabilities, update contingency plans, strengthen monitoring and communication systems, conduct training exercises, and improve emergency response capacities. The programme also provides for technical coordination, interinstitutional cooperation, and the possibility of transferring state civil defence funds to municipalities to support mitigation and preparedness measures associated with El Niño-related risks.
