This instrument lays down the Implementing Rules and Regulations (IRR) of Republic Act No. 10947 establishing a Multi-Species Marine Hatchery (MSMH) in the Municipality of Plaridel, Quezon Province. It defines the functions and responsibilities of the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) and the Local Government Unit (LGU) in the construction, operation, monitoring, management and eventual transfer of the hatchery. The IRR provides for funding, technical support, training of LGU personnel, and a phased transfer of operations through a Memorandum of Agreement. It further establishes a Monitoring Committee to oversee implementation, requires the LGU to create personnel positions and allocate funds for hatchery operations, and contains provisions on rule-making authority, amendments, separability and effectivity.
