The Strategic Plan of the National Disaster Management Authority (NDMA) of Maldives for the period 2024–2029, sets out a resilience-oriented framework to strengthen the country’s capacity to prevent, prepare for, respond to and recover from disasters. It responds to the Maldives’ particular vulnerability as a dispersed island nation exposed to climate change, natural hazards and other emergencies. The plan is guided by NDMA’s vision of building a disaster resilient Maldives and its mission of helping people before, during and after disasters through preparedness, response, empowerment and education. The Plan is organised around five strategic focus areas: 1. Enhancing Emergency Response and Preparedness; 2. Organisational Development and Reform; 3. Building National Resilience; 4. Disaster Governance; and 5. Partnerships, Research and Advocacy. These strategies and the action plan thereunder aim to improve NDMA’s institutional and operational capacity while shifting disaster management towards greater preparedness, decentralisation and community resilience. The plan also emphasises stronger governance, transparency and accountability, greater use of technology and evidence, climate-change adaptation, inclusive disaster management and cooperation with communities, government institutions, civil society and international partners.
