BFAR Administrative Circular No. 252-1: Amended Rules and Regulations Governing Distant-Water Fishing by Philippine-Flagged Fishing Vessels Operating in Other Coastal States.

This Administrative Circular, issued by the Bureau of Fisheries and Aquatic Resources (BFAR), prescribes amended rules governing distant-water fishing by Philippine-flagged vessels operating in the waters of other coastal States. It establishes requirements for licensing, registration, vessel monitoring, observer coverage, reporting, landings and transshipments, and incorporates obligations under relevant regional fisheries management organizations (RFMOs) and international fisheries instruments. The Circular sets conditions for the issuance of a Distant Water Fishing Permit (DWFP), including compliance with RFMO and coastal State measures, vessel marking standards, and electronic catch reporting requirements. It further provides for monitoring and enforcement measures, information-sharing with coastal and port States, penalties for serious violations, and the establishment of a list of vessels and nationals involved in illegal, unreported and unregulated (IUU) fishing activities.
