Decree No. 32/2026 creating the Multisectoral Commission for Mining Management, Inspection and Rehabilitation.

This Decree creates the Multisectoral Commission for Mining Management, Inspection and Rehabilitation as a national inter-institutional body responsible for coordinating, monitoring and overseeing mining activities throughout Mozambique. The decree aims to strengthen cooperation among government institutions in order to prevent and combat illegal mining, address illicit practices associated with mining operations, improve regulatory oversight, and ensure that mining activities comply with fiscal, labour, environmental, safety and legal requirements. It also seeks to facilitate integrated management of the mining sector while maintaining the continuity of lawfully authorised mining operations. The decree further aims to promote the environmental and social rehabilitation of areas degraded by mining activities and to ensure accountability for environmental damage, tax evasion, and mineral trafficking. To this end, it establishes mechanisms for environmental and social audits, monitoring of affected areas, implementation of environmental recovery plans, strengthening of inspection and security measures, and the continued formalisation of artisanal miners. In addition, the decree maintains the temporary suspension of certain mining activities in the Province of Manica until corrective measures have been verified and sustainable operating conditions restored, while allowing the resumption of activities for operators that have demonstrably complied with the established requirements.
