This Decree approves the Regulation of Law No. 23/2009 on Cooperatives and establishes the organisational, operational and administrative rules necessary for the implementation of the general legal framework governing cooperatives in Mozambique. Its principal objective is to provide detailed procedures for the establishment, registration, governance, supervision and functioning of cooperatives across all sectors of economic activity, irrespective of their branch, level or social purpose. The decree clarifies the legal regime applicable to different categories of cooperatives, regulates membership, capital, audits, management, rights and obligations of members, and provides specific operational rules for agricultural, fisheries, mining, housing, service, educational, cultural, credit and other types of cooperatives. The decree further seeks to promote cooperative development as a mechanism for economic and social inclusion, local development, employment creation and community empowerment. It establishes measures to strengthen the cooperative sector through preferential access to public procurement, financing opportunities, technical assistance and participation in strategic economic activities. The regulation also aims to improve transparency, accountability and financial sustainability within cooperatives by introducing audit requirements, governance standards and sector-specific operational rules, while encouraging rural development, agricultural productivity, community participation and the broader contribution of cooperatives to national economic development.
