This Implementing Rules and Regulations (IRR) implements Republic Act No. 10940 establishing a Multi-Species Marine Hatchery (MSMH) in the Municipality of Gumaca, Province of Quezon. The IRR defines key terms and designates the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources Regional Fisheries Office IV-A (DA-BFAR RFO IV-A), as the authority responsible for supervising the hatchery’s construction, operation, and initial management. It provides for the preparation of feasibility and engineering studies, the allocation of funds, and the implementation of training and technology transfer programmes to support sustainable hatchery operations. The IRR further regulates the transfer of hatchery management to the Local Government Unit (LGU) of Gumaca after a phased-in operational period and the execution of a Memorandum of Agreement. It establishes a Monitoring Committee to oversee implementation and compliance, requires the creation of local plantilla positions and a trust fund for hatchery revenues, and allows cooperation with educational institutions for hatchery management.
