The Land Management and Administration Policy establishes Ethiopia’s policy framework for urban land development and administration, linking land governance to national development and economic transformation. It seeks to ensure efficient, transparent and equitable land allocation, strengthen tenure and property rights, improve access to serviced land and reduce informality, speculation, corruption and administrative delay. The Policy promotes integrated federal, regional and municipal responsibilities, public participation, professional ethics, accountable decision-making and the coordinated application of land laws, planning instruments and service-delivery standards. The Policy addresses urban land inventories, registration and information systems; land-use and spatial planning; cadastral surveying; property registration; land valuation, leasing and allocation; infrastructure finance; redevelopment and regularisation of informally occupied land. It provides for integrated planning of urban centres and their surrounding areas, protection and expansion of green spaces, coordinated infrastructure development and fair compensation where land is acquired for public purposes. Measures also cover serviced-land banks, transparent lease and auction systems, affordable land and housing provision, redevelopment of deteriorated settlements, control of unauthorised construction and mechanisms for resolving disputes and protecting lawful landholding interests.
