Ministerial Order No. 7/2016 identifying the sectors and initiatives eligible for public funding under the Municipal Integrated Development Plan (PDIM) or the National Programme for the Development of Sucos (PNDS).

This Ministerial Order identifies the sectors and activities eligible for public funding under the Municipal Integrated Development Planning (PDIM) and the National Programme for the Development of Sucos (PNDS) in Timor-Leste. The amendment seeks to update the list of eligible investments in response to implementation experience, evolving community needs and Government development priorities. Its principal objective is to improve the effectiveness of decentralised public investment by ensuring that financial support is directed towards projects that contribute to sustainable development, local economic growth, infrastructure improvement and enhanced living conditions for local communities. To achieve these aims, the diploma expands the categories of activities eligible for PNDS funding in several sectors. In education, it adds the construction or rehabilitation of multifunctional sports fields for pre-school and basic education establishments. In agriculture and fisheries, it introduces support for infrastructure related to pig farming, poultry production and aquaculture. In the public works sector, it makes eligible the construction, repair and rehabilitation of village and hamlet administrative buildings, while in other sectors it provides for the development and improvement of multifunctional community fields. Through the amendments, the law strengthens the alignment of local development financing with community priorities and public service needs.
