Philippine Energy Plan 2023-2050 (Volume I).

The Philippine Energy Plan (PEP) 2023–2050 establishes the long-term policy framework for the development and transformation of the Philippines’ energy sector. The Plan aims to ensure energy security, affordability, reliability and sustainability while supporting economic growth and climate resilience. It sets out strategies to diversify the national energy mix through expanded use of renewable energy sources, including solar, wind, hydropower, geothermal and biomass, while promoting energy efficiency, rural electrification, alternative fuels and emerging technologies such as electric vehicles, energy storage systems, offshore wind and nuclear energy. The Plan also includes measures to reduce greenhouse gas emissions, strengthen climate resilience, mobilize sustainable finance and investment, and support a just energy transition through workforce development and technological innovation. Particular attention is given to biofuels, biomass resources and energy access in rural and off-grid areas, contributing to sustainable development and the transition towards a low-carbon energy system.
