The Revised Haryana State Action Plan on Climate Change (2021–2030) establishes the state's framework for climate change adaptation and mitigation in alignment with the National Action Plan on Climate Change, India's Nationally Determined Contributions, and the Sustainable Development Goals. The Plan assesses climate trends, future climate projections, vulnerability and risk across districts and sectors, and identifies priority interventions to strengthen climate resilience and support low-carbon development. It sets out sectoral strategies and actions for sustainable agriculture, forestry and biodiversity conservation, water resources management, public health, renewable energy and energy efficiency, sustainable urban development, and climate knowledge and research. The Plan promotes measures including crop diversification, soil and water conservation, groundwater management, afforestation and agroforestry, biodiversity protection, renewable energy expansion, sustainable waste management, and climate-resilient infrastructure. It further establishes institutional, monitoring and financing mechanisms, identifies 73 priority adaptation and mitigation actions, and provides implementation arrangements, indicators and budget estimates for the period 2021–2030. The Plan aims to mainstream climate change considerations into state development planning while enhancing environmental sustainability, natural resource management, food and water security, and climate resilience across Haryana.
