Youth Socioeconomic Empowerment Plan 2030

The Youth Socioeconomic Empowerment Plan 2030, developed by the Ministry of Youth and Sports, establishes the national policy direction for the socioeconomic empowerment of youth up to 2030. It applies to youth aged 15 to 30 years and covers eight target groups, including youth at school and in higher education, working youth, youth groups, international Malaysian youth, and minority, marginalised and at-risk youth. The Plan is structured around three goals: generating the youth economy, strengthening youth well-being and inclusivity, and enhancing sustainable development. Under the goal of generating the youth economy, the Plan provides measures to expand employment opportunities in strategic and emerging economic sectors, increase youth participation in high-skilled employment, diversify sources of income and promote income generation through the digital economy. It provides for capacity building in entrepreneurship, including training, business networking and access to financing information, and measures to support start-ups and micro, small and medium enterprises through technology and innovation. It also addresses financial literacy and financial well-being through financial education, prudent financial management, asset generation, investment, financial protection and preparation for retirement. Measures on youth well-being and inclusivity include technical, vocational, digital and practical skills development; upskilling and reskilling; development of talent for existing and emerging industries; and initiatives concerning youth participation in economic decision-making. The Plan also provides measures to increase the economic participation of young women and to improve access to education, employment, training, advisory services and economic opportunities for minority, marginalised and at-risk youth. Under its sustainable development goal, the Plan promotes youth participation in the green economy and green technology, including related awareness and skills development. It also promotes youth entrepreneurship and start-ups in the circular economy, including the use of recycled materials, recycling of production waste and access to advisory and financial support. The Plan further provides for youth participation in agriculture, fisheries, plantations and animal husbandry using modern technology, with measures addressing food security, innovation, income generation, and food safety and quality. Supporting measures include the review and development of policies and guidelines, strengthened governance mechanisms, financing services, socioeconomic research, advisory services, and infostructure and infrastructure. Implementation involves designated lead ministries and agencies and collaboration with government, private-sector and other stakeholders. The Plan establishes an evaluation and monitoring ecosystem at federal, state and district levels, including an Inter-Agency Monitoring Committee and monitoring of youth socioeconomic empowerment initiatives through a monitoring system.
