Cambodia’s Climate Change Strategic Plan 2024–2033 provides a national framework for achieving carbon neutrality and climate resilience through inclusive, sustainable development, aiming to address identified gaps relative to Cambodia’s Nationally Determined Contribution 3.0 (NDC3.0). It aligns with national development policies and international climate commitments, focusing on greenhouse gas mitigation, adaptation, and stronger governance and digital transformation. Mitigation measures promote renewable energy, energy efficiency, circular economy practices, pollution prevention, sustainable water and waste management, urban greenery and increased forest cover while halting deforestation. Adaptation measures strengthen disaster preparedness, resilient infrastructure and essential services, ecosystem conservation and sustainable natural resource management. They also promote climate-smart technologies and regenerative agriculture across agriculture and food value chains, alongside protection of vulnerable groups and integration of gender equality, disability and social inclusion. Implementation proceeds in two phases, 2024–2028 and 2029–2033, through sectoral action plans and interministerial coordination. Supporting measures include diversified climate financing, workforce development, public education, technical assistance, international cooperation and improved climate data.
