Vision towards 2030 and 10-year Socio‑Economic Development Strategy (2016–2025).

Lao PDR’s Vision to 2030 and Ten-Year Socio-Economic Development Strategy 2016–2025 establishes directions for sustained, balanced and green development. It seeks graduation from least developed country status and upper-middle-income status by 2030, alongside improved living standards, reduced development disparities, political stability and sustainable natural resource use. Priorities include economic diversification, industrialization, infrastructure, education, healthcare, agricultural development, food security and poverty reduction. Measures promote higher-value agricultural production and processing, agricultural land-use planning, clean agriculture, renewable energy and planted timber as an alternative to natural forest timber. They also strengthen environmental and social impact assessment, climate change adaptation and disaster management. The Strategy promotes governance reform, public participation, social protection, gender equality, human resource development and regional and international integration. Implementation relies on sectoral and local plans, coordination by the Ministry of Planning and Investment, mobilization of public and private resources, and regular monitoring and evaluation.
