Rules and Regulations implementing Republic Act No. 11778, "An Act Establishing a Technology Verification Station with Tilapia and Freshwater Prawn Hatcheries in the Municipality of Sto. Domingo, Province of Nueva Ecija, and Appropriating Funds Therefor".

These Regulations provide the regulatory framework for the establishment, supervision, operation, monitoring and eventual transfer of the station and hatcheries. The Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) is responsible for supervising the facility and conducting the feasibility study required prior to its establishment. The technology verification station is intended to support continuing research and experimentation on the breeding and production of tilapia and freshwater prawn species, particularly under local conditions, and to promote methods and technologies that enhance the fisheries sector. The framework also provides for the transfer of management of the station and hatcheries to the local government of Sto. Domingo within two years following construction, accompanied by training and a phasing-in programme for local government personnel. Funding for the feasibility study and establishment of the facilities shall be provided through the Department of Agriculture's programmes and the General Appropriations Act, while the local government shall allocate appropriate funds for their operation.
