This provincial action plan, issued by the Shandong provincial authorities, sets out strategic objectives and measures for building a modern marine industry system in Shandong over the 2026–2028 period, with a longer-term orientation to 2030. It promotes intelligent, green and integrated development across ten marine industries, and targets marine industrial value added exceeding RMB 960 billion by 2028 and an internationally competitive modern marine industrial system by 2030. The Plan organizes activity around four major action streams: upgrading traditional marine industries, cultivating and expanding emerging marine industries, promoting breakthrough innovation in future marine industries, and expanding and improving modern marine services. The sectoral priorities and measures include: whole-chain upgrades for marine fisheries (including seed innovation, nearshore and deep-water aquaculture, processing, distant-water fisheries management), advancing marine chemical and seaweed-based fine chemicals, transforming marine transport (smart ships, smart ports, multimodal logistics), promoting marine cultural tourism and cruise/yacht industries, strengthening shipbuilding and marine engineering equipment, scaling marine pharmaceuticals and bioproducts, expanding seawater desalination and comprehensive utilization, accelerating offshore renewable energy and related equipment clusters, deep-sea development and associated technologies, and developing sea-space information industries and intelligent services. The Plan prescribes measures to optimize spatial industrial layout and cluster development, and emphasizes enabling actions including talent development, technology and innovation platforms, digitalization (5G, AI, industrial internet), green transition, financing and fiscal support, land and sea-use coordination, and monitoring and evaluation. It also calls for strengthened coordination mechanisms at provincial level, compilation of an industry atlas, integrated support, encouragement of private capital, and regular statistical monitoring and reporting.
