This Decree creates the Licensing System for polluting activities within the State of Rio de Janeiro. It consists of 7 articles specifying the aforesaid System, entitled to grant the authorization for performing potentially polluting activities. It aims to the control on the installation and on the functioning of any equipment or potentially polluting activity within the State of Rio de Janeiro.
