The Emilia-Romagna Region encourages the protection of animals intended for experimentation or other scientific and educational purposes. To this end, the Region shall conclude special agreements with Universities and scientific institutes in order to promote the use of experimentation methods which do not use live animals. Within this protection framework, article 2 prohibits animal vivisection, without any prejudice to special authorizations issued in accordance with the above-mentioned agreements. In case of infringement, the penalty laid down in article 3 shall be applied. Surveillance functions are entrusted to the Provinces, the Communes and the competent local health authorities in order to guarantee the compliance with these provisions. Monitoring functions shall be exercised by the Region (article 4, paragraph 2).
