The present Act implements article 4 of the Council Regulation (EC) No. 1259/1299 of 17 May 1999 establishing common rules for direct support schemes under the common agricultural policy into German legislation. Article 4 of the said Council Regulations deals with modulation of payments, i.e. member states may decide to reduce payments to farmers under certain circumstances. Article 2 of the present Act establishes that the said payments to farmers are to be curtailed by 2% for the calendar year 2003. The text consists of 8 articles.
