Water Regulations, 2002 (R.R.S. c. E-10.21 Reg. 1).

These Regulations implement the Environmental Management and Protection Act for all matters related to water resources. They consist of 76 sections divided into 9 Parts. Part I contains provisions on interpretation and application of the Regulations, Part III sets requirements for permits under Part IV of the Environmental Management and Protection Act, including amendment, suspension and cancellation of permits. Part IV deals with water pollution control and is organized into two Divisions, one on interpretation, compliance and permits and the other on operational matters. Among operational matters addressed there are pumping stations, wastewater treatment facilities and disinfection requirements. Part V is dedicated to waterworks and organized into six Divisions. Issues regulated include: requirements for suppliers of water for hygienic use, information and materials for waterworks permits, operations of facilities associated with waterworks and operations of waterworks. In particular, standards are set for constituents in water, turbidity and chemical characteristics of water for human consumptive use. Division 6 contains provisions on water samples and tests and requires operators of waterworks supplying water intended for human consumptive use or hygienic use to notify consumers on the quality of water supplied and on compliance of the operator with sample submission requirements. Part VI is dedicated to certification. Under this Part, the Operator Certification Board is continued and is responsible for receiving application for certification and issuing certificates. The standards to be met by the operators to obtain certification are spelled out in Division 3 under this Part. Other provisions concern administrative penalties under these Regulations or the Environmental Management and Protection Act. These Regulations are completed by an Appendix that contains two tables, one on provisions respecting which administrative penalty may be imposed and one on chemical health categories.
