Produce here means cloves, coconuts or copra and any other agricultural produce whether raw or partly manufactured which the Minister may declare to be produce for purposes of this Decree. No person shall act as a dealer (i.e. a person who trades produce as defined in section 2), unless a dealer’s license has been obtained from the licensing officer under section 3 and 4. A license shall be issued only for specified produce. Applications shall be made under section 4. Appeal from decisions by the licensing officer may be had with the Minister.
