The Government, for the purpose of improvement of the system of management of land reclamation and water management, decrees to set up Russian State Concern on Water Management and Land Reclamation. Russian State Concern on Water Management and Land Reclamation (ROSVODKHOZ) is entitled to carry out national programs for the provision of national economy and population with water, social transformation of the countryside, running of land reclamation systems, agricultural water-supply systems, water reservoirs, small rivers and other objectives of water management and radical improvement of agricultural land at the expense of land reclamation.
