Vice-president of the State Committee for Environmental Protection order to validate Model Regulation on organization and carrying out control in the sphere of environmental protection at water basins by regional state inspections on small size vessels in accordance with the Annex 1 and the List of the main technical and economic indices characterizing environmental protection activity of the bodies of State inspection on small size vessels in accordance with the Annex 2. State inspection on small size vessels is authorized to carry out the following functions: 1) to expose and to suppress the infringements of the requirements of the environmental legislation, normative legal acts in the sphere of environmental protection at water basins and coastal zones; 2) to render assistance to the respective institutions in carrying out arrangements to combat poaching and other infringements of hunting and fishing regulations; 3) inspection of collectors for domestic and industrial waste; 4) to participate in control of prevention of hazardous impact on water basins by vessels and other floating objects irrespectively of their departmental belonging and form of property; 5) to inform environmental institutions of oil pollution, effluent water discharge and illegal felling and timber-rafting; 6) to expose hazardous substances and dumps that can be washed off by floods or be brought by other means into water basins. The Regulation consists of 7 Sections. Section 1 lays down general provisions. Section 2 determines the main environmental protection tasks and functions of State inspection on small size vessels. Section 3 establishes the rights and the duties of state inspectors of state inspection on small size vessels. Section 4 establishes liability of state inspectors of State inspection on small size vessels. Section 5 regards organization and carrying out control by means of State inspection on small size vessels. Section 6 regards registration and accountability. Section 7 regards collection and utilization of environmental fees collected by State inspection on small size vessels.
