The purpose of these procedures is to better administer environmental protection of construction projects by examining and approving, form the proposal to the completion, the projects. Construction projects may be involved in industry, energy sources, water conservancy, forestry, transportation, etc. The National Environmental Protection Agency shall be responsible for examining and approving Environmental Impact Statements of construction projects. Attached to the procedures is a schematic block diagram of management procedures for environmental protection of construction projects.
