This Ministerial Decree designates the State Sanitary and Epidemiological Service as the centralized federal institution authorized to carry out sanitary and epidemiological supervision on national territory. The main responsibilities of the Service shall be the prevention of negative environmental impacts and the hygienic education of the population through: (a) sanitary and epidemiological testing and toxicological and hygienic assessments; (b) disinfection and rodent eradication; and (c) inspecting the transport, storage and trade of foodstuffs and potable water. The Service shall also have the following functions: (a) registration of radioactive substances and of domestic and non-domestic waste; (b) licensing of activities involving pests and pathogens; and (c) sanitary protection of the national territory.
