This Ministerial Decree establishes the modalities of elaboration and conclusion of contracts for the management of non-fishery aquatic biological resources for which total allowable catch is not applicable. It shall not be applicable to anadromous fishes. The aforesaid contracts shall be concluded by regional executive bodies in relation to aquatic biological resources on inland waters (except for internal sea of the Russian Federation) and by the Federal Fisheries Agency in relation to aquatic biological resources of the internal sea, territorial sea, EEZ and continental shelf of the Russian Federation, Sea of Azov and Caspian sea, fishing areas covered by the international agreements, and also in relation to catadromous fishes and transboundary fish species. The applicant shall submit application containing the following data: (a) full registration data; (b) taxpayer identification number and banking instructions; (c) aquatic biological resources species, types of fisheries, amount of catch; and (d) types of fishing vessels, fishing methods and fishing gear. Annex 1 contains the form of fishery management contract.
