This Ordinance aims at regulating the import, export, manufacture and use of non-pesticide hazardous chemicals that may be harmful to human health or to the environment. The Ordinance classifies non-pesticide hazardous chemicals in type 1 chemicals and type 2 chemicals as listed in the Schedules. In addition, the Ordinance prohibits the manufacture, import, export or use of any scheduled chemicals unless in possession of a permit issued by the Director of Environmental Protection. Provisions on the issuance, renewal or variation of permit conditions are set out in the text. The Ordinance further provides for: cancellation or suspension of permits; powers of authorized officers to enter premises for routine inspection; appointment of authorized officers; etc.
