This Regulation establishes that fisheries (capture) of rare, protected and endangered species of aquatic biological resources shall be authorized in exceptional cases with a view of conservation, monitoring of populations, artificial stock enhancement and acclimatization, ensuring traditional rights of sparsely distributed indigenous peoples of the North, Siberia and Far East of the Russian Federation. Fisheries and capture of rare and protected species of aquatic biological resources recorded in the Red Book shall be carried out in accordance with fishing authorization issued by the Federal Supervision Service in the field of Nature Management while fisheries and capture of rare and endangered species of aquatic biological resources shall be carried out in accordance with fishing authorization issued by the Federal Fisheries Committee. Fishing period and fishing methods shall not damage marine mammals. Each case of fisheries and capture shall be legalized in place.
