This Ministerial Decree shall be applicable to construction sites for XXII Olympic Games and XI Paralympic Games to be held in Sochi in 2014 located on the territory of protected areas. Environmental audit and environmental impact assessment shall be carried out by the Federal Ecological, Technological and Nuclear Supervision Service. Project documentation shall be submitted to the Service by documentation ordering customer of by letter of appearance. State environmental audit shall be carried out in the presence of the following documentation: (a) written application by the customer with complete identification data thereof; (b) project documentation containing EIA related to protected areas of federal significance; (c) conclusions of public environmental audit (if it was performed); and (d) expert opinions.
