The purpose of this Act is to contribute to improving citizens' quality of life anddeveloping the national economy by promoting the sound development of the foodindustry through reinforcement of the link between the food industry and agriculture,and providing a variety of quality food in a stable manner by enhancing thecompetitiveness of the food industry. Article 3 states that the State and local governments shall establish and implement polices necessary toreinforce the link between the food industry and agriculture and to promote the sounddevelopment of the food industry, and shall take legislative and fiscal measuresnecessary to implement such policies. The Act further provides for: establishment of a masterplan concerning promotion of the food industry; monitoring of certification of quality food and certification agencies for quality food; penalties; etc.
