This Ministerial Decree establishes the modalities of licensing of cultivation of drug-containing crops carried out by legal persons and by individual entrepreneurs. Licensing authorities shall be the Federal Public Health Supervision Service and regional executive bodies. The applicant shall meet the following licensing requirements: (a) availability of facilities and equipment; (b) availability of the plots of land for cultivation of prohibited crops; and (c) availability of qualified staff.
