This Ministerial Decree establishes the modalities of certification of efficiency performance of legal persons carrying out research of variety and sowing quality of seeds for compliance with state standards in the sphere of seed-growing. Certification of efficiency performance shall be mandatory for all laboratories irrespectively of the form of ownership thereof. Requirements set for laboratories shall include: (a) availability of facilities and equipment; (b) availability of at least one seed expert; and (c) availability of normative and technical documentation related to seeds (distributed by crops).
